Finance Division, Ministry of Finance
Macro-modeling and analyzing capacity building in the Finance Division continues. Upgradation of Medium Term Macroeconomic Framework (MTMF) for the second half of FY 08 completed and resource ceiling for the FY 09-11 for the sixteen MTBF ministries/divisions has been issued. Preparation of Medium Term Budget Outlook (MTBO) and Medium Term Budget Strategy (MBS) are progressing fast. Establishment of a Macro Fiscal Wing in the Finance Division is in the final stage.
Preparation of Ministry Budget Framework (MBF) for the sixteen MTBF ministries/divisions will be completed soon. In the MBFs concerned ministries/divisions lay down their medium term strategy and also show links of expenditure with the strategic goals. Another distinct feature of MBFs is that it delineates impacts of public expenditure on poverty and gender.
Rolling out of iBAS-TAS is going on smoothly. Up to March 2008, all forty nine CAOs, six DCAs and fifty eight DAOs have been brought under the network of iBAS-TAS. Awareness and introductory training on iBAS-TAS has been carried out.
Implementation work of Finance Wide Area Network (WAN) continues. Finance Division has already been connected with CGA, all six Divisional Accounts Offices, forty nine Chief Accounts Offices and fifty eight District Accounts Offices.
The Entity Wide Audit of the four initial MTBF ministries for FY 06 finalized with exit meeting held with the ministries management. Audit of these ministries for FY 07 has commenced - audit plans approved by the C&AG and field work starts as planned.
